All the upper-level skills (70, 72, 75, etc) have to be unlocked through their respective quests!
ORC Bandit Warrior in COLONY ZONE drop EVERY quest items!

In BETA stage you will start FULL ITEMS / Jewelry, you only have to do skills quest for unlock them, you can find the information above ^
